That's a wide range on purpose, because "fence repair" covers jobs that are nothing alike: swapping one wobbly post is a half-day job, while digging out three rotted posts, re-pouring footings, and rebuilding the panels between them is closer to a small construction project.
Where your job lands in that range depends on four things: how many posts are involved, whether the wood at the base is sound or mush, how deep the old footings were poured, and how much of the existing fence has to come apart to get at the damage.
Post replacement vs. panel re-hang: two different jobs
A single leaning post - the classic "one post rotted at the base" call - usually sits in the lower half of the local range. The work is digging out the old concrete footing, setting a new post, and reattaching the existing panels on either side. If the panels themselves are in good shape, this is a straightforward, contained job.

Multi-post jobs - two or three posts plus the panels between them - push toward the top of the $650-$1,450 band, and can exceed it. Each additional footing means another hole dug (often through frost-hardened or clay-heavy soil), another bag of concrete, and another cure period before the fence can bear weight again.
